The Heavyweight Regulations on Traditional Chinese Medicine shall come into effect on June 1st
Starting from June 1st,the"Regulations on Traditional Chinese Medicine in Anhui Province"have been officially implemented,which were passed by the 17th meeting of the Standing Committee of the 13th Anhui Provincial People"s Congress on March 27th.
The Regulations consist of 9 chapters and 69 articles,including general provisions,traditional Chinese medicine services,traditional Chinese medicine protection and development,traditional Chinese medicine talent cultivation,scientific research on traditional Chinese medicine,traditional Chinese medicine inheritance and cultural dissemination,safeguard measures,legal responsibilities,and supplementary provisions.
It is worth noting that the"Regulations"specify that each city and county government in Anhui Province shall establish at least one independent public traditional Chinese medicine hospital,and comprehensive hospitals,maternal and child health institutions,community health service centers,township health centers,and qualified specialized hospitals established by the government shall establish traditional Chinese medicine departments.The proportion of traditional Chinese medicine beds in standard beds in public comprehensive hospitals at or above the county level should not be less than 5%.
The people"s governments at or above the county level and their relevant departments shall formulate basic medical insurance payment policies,drug policies,and other medical and health policies,with the participation of the competent departments of traditional Chinese medicine.They shall focus on leveraging the advantages of traditional Chinese medicine,implement preferential policies for traditional Chinese medicine,and promote the reform of payment methods for suitable technologies and advantageous diseases of traditional Chinese medicine.
The relevant departments of the people"s governments at or above the county level shall,in accordance with the provisions of the State,include qualified medical institutions of traditional Chinese medicine into the scope of designated medical institutions of basic medical insurance,and include qualified items of diagnosis and treatment of traditional Chinese medicine,pieces of decoction of traditional Chinese medicine,granules of traditional Chinese medicine formula,traditional Chinese patent medicines and simple preparations and traditional Chinese medicine preparations of medical institutions into the scope of payment of basic medical insurance funds,and gradually increase the proportion of reimbursement.
At the same time,the above regulations also require the formulation of protection and development plans for traditional Chinese medicine,support for the development and utilization of traditional Chinese medicine in Anhui province,establish a quality supervision system for all varieties,processes,and traceability of traditional Chinese medicine,and strengthen the management of traditional Chinese medicine decoction pieces,preparations,etc.
